The only way to plug it is to INCREASE Scotland's Barnett dividend, which would be roughly as popular in the rest of the UK as pledging to stab every second newborn baby in the lungs.<br /><br />But what do you do? Leave Barnett as it is, yanking the rug out from under Holyrood to the tune of billions a year and handing the SNP a loaded cannon? Surely a non-starter.
